Blackburn with Darwen Borough Council to Go Ahead with Licensing

On the 16th February 2017 Blackburn with Darwen Borough Council made the decision to designate the Darwen Area of Blackburn with Darwen as an area of Selective Licensing. The designation will come into force from the 16th May 2017, a licence will last for 5 years.

The licence fee is £750 per property for the 5 years, the council will consider any request to pay this fee by annual instalments of £150. Landlords apply to the Council for a property licence who will grant the licence off the basis that the licence holder is ‘fit and proper’ to be a landlord.

A discount of £150 will be applied to the total fee cost if the applicant submits a fully
completed application form and all requested documentation within 3 months of the designation of the area coming into force (ie by 16th August 2017).

Failure to licence a house that should be licensed is a criminal offence and is subject to an unlimited maximum fine.

  • It’s not all of Blackburn & Darwen it’s certain areas that are considered run down. It’s already been in place for over 5 years because I’ve just applied for my new one because my old licence as run out.
