Salford Mayor addresses MMU launch of homelessness research, commissioned by the RLA

The Mayor of Salford Paul Dennett said that Greater Manchester wants to end the needs for rough sleeping in 2020, when he addressed those who attended a research launch event at Manchester Metropolitan University (MMU) last week.

Mr Dennett was talking about the wider contexts of homelessness in Manchester at the MMU launch of a new research report into homelessness and the private rented sector, which was conducted by Dr Chris O’Leary, at Manchester Metropolitan University and commissioned by RLA PEARL.

The research, which can be read here, found that changes to the benefit system are behind the decade-long increase in homelessness from private rented housing.

Manchester launch event

The event began by RLA Chairman Alan Ward welcoming delegates to the event, and Mayor of Salford addressing the audience, giving a detailed insight into the wider contexts of homelessness, with a focus on Greater Manchester.

Dr Chris O’Leary then took to the stage,  and began by thanking the RLA for commissioning the research. He discussed the research in detail and outlined the key findings and the recommendations.

One of the key findings from the research is that security of tenure is NOT a cause of homelessness from the private rented sector, as evidence from the English Housing Survey shows that 90% of tenancies are ended by the tenant.

Rather, the research team found that the LHA rates has a ‘double whammy’ effect that is driving homelessness because tenants in receipt of Housing Benefit are more likely than other tenant groups to have their tenancy end; and these households are then finding it increasingly difficult to find suitable, affordable accommodation in the private rented sector.

Then, a panel discussion was held featuring Paul Dennett, Dr Chris O’Leary and Dr Tom Simcock, Senior Researcher at RLA PEARL, who took questions from audience members on the research and wider issues relating to private renting.

Speaking of the research and the launch events, Dr Tom Simcock said:

I was delighted to see so many people attend the Manchester launch this important research. This research was the first project which RLA PEARL has commissioned.

“The launch event in both Manchester and Westminster were successful, and the audience had some really interesting questions on the research. I’d like to thank Dr Chris O’Leary, Paul Dennett and Alan Ward for speaking at the event”.

The Manchester launch event followed on from an event that was held the week before in Parliament.
